Stqarrija mill-Ministeru għall-Ġustizzja, l-Ugwaljanza u l-Governanza. Inawgurazzjoni ta’ Dipartiment tal-Ġustizzja: l-investiment fil-ġustizzja qed iħalli l-frott.

Il-Ministru għall-Ġustizzja, l-Ugwaljanza u l-Governanza Edward Zammit Lewis inawgura l-binja il-ġdida li qed tiġi mikrija biex minnha jopera d-Dipartiment tal-Ġustizzja. Dan għamlu fil-preżenza tas-Segretarju Permamenti Johan Galea u d-Direttur Katia Caruana.

Hu spjega li l-funzjonijiet tad-dipartiment huma li jikkoordina, jappoġġja u jissorvelja dawk l-oqsma li għandhom x’jaqsmu mal-amministrazzjoni tal-ġustizzja.

Il-Ministru Zammit Lewis kompla billi spjega li d-Dipartiment tal-Ġustizzja ser jiġi ristrutturat. Il-ħsieb huwa li d-dipartiment ikun jinkorpora fih tliet uffiċċji separati, ċioè żewġ uffiċċji ġodda addizzjonali, apparti l-funzjonijiet prinċipali tiegħu, li ġew miġbura taħt il-kappa ta’ ‘Justice Affairs Unit’. Dawn il-funzjonijiet u responsabbiltajiet huma l-kompitu primarju tad-dipartiment. It-taqsimiet l-oħra, skont l-imsemmi Pjan ta’ Ristrutturar, huma dawn li ġejjin:

(i) is-sezzjoni li ser tkun qed tinkorpora fiha l-Uffiċċju tal-Kondotti u Fedini Penali, liema kompitu se jiġi trasferit taħt id-Dipartiment tal-Ġustizzja mingħand il-Kummisarju tal-Pulizija

(ii) il-unit iddedikat għar-Riċerka, Ġestjoni ta’ Data, u ‘Justice Policy’

Il-Ministru Zammit Lewis ikkonkluda li permezz ta’ dan l-investiment il-gvern qed ikompli juri kemm dan is-settur huwa ta’ prijorità. Il-pjan tal-gvern għall-ġustizzja – li b’mod ħolistiku tkun ġustizzja aħjar u aktar effiċjenti – diġà qed iħalli riżultati konkreti bħal dawk li ġew ottenuti fil-ġranet li għaddew. ll-Maltin u l-Għawdxin jibqgħu jkunu fiċ-ċentru tal-ħidma ta’ dan il-gvern anke fil-qasam tal-ġustizzja bħala gvern għan-nies u tan-nies. ​

The Drug Offenders Rehabilitation Board (DORB) can refer cases to the Courts of Magistrates. It operates in conjunction with the judicial system to ensure that drug offenders receive appropriate rehabilitation while maintaining legal oversight and enforcement.

  •  The DORB can make recommendations to the Courts of Magistrates regarding the rehabilitation of drug offenders. This includes suggesting suitable rehabilitation programmes and measures based on the offender’s assessment.
  •  The Courts of Magistrates retain oversight of the legal proceedings and can incorporate the DORB’s recommendations into its rulings. This ensures that the offender’s rehabilitation is legally sanctioned and monitored.
  •  If an offender fails to comply with the rehabilitation measures recommended by the DORB and endorsed by the Court, the DORB can refer the case again to the Courts of Magistrates for any action in may deem necessary in accordance with the law. This may include any adjustments as deemed necessary as to the rehabilitation plan or the imposition of penalties and/or additional penalties.
  •  The DORB collaborates with the Courts of Magistrates by providing regular reports on the offender’s progress in rehabilitation. This enables the Court to make informed decisions regarding the continuation and/or modification of the offender’s rehabilitation programme.

This collaborative framework ensures that drug offenders receive the support they need for rehabilitation while maintaining accountability through the judicial system.
